Equipment and Hardware Purchase and Sustainment for Automated Metering Reading (AMR) Equipment and Related Services SOURCES SOUGHT: THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN REPSONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO OBTAIN QUALIFICATION STATEMENTS FROM INTERESTED 8(A) JOINT VENTURERS (MENTOR PROT?G? FIRMS), HUBZONES, SMALL SERVICE DISABLED VETERAN OWNED BUSINESSES, AND OTHER SMALL BUSINESSES FOR PERFORMING THE WORK DESCRIBED IN THIS ANNOUNCEMENT. The Naval Facilities Engineering Command, Specialty Center Acquisitions, NAVFAC (SCAN), is seeking qualified 8(a) Joint Venture (Mentor Prot?g?), HUBZONE, Small Service Disabled Veteran Owned, and Other Small Business sources with current, relevant experience and the capacity/capability to perform equipment and hardware purchases and sustainment services for automated meter reading solutions for Naval installations worldwide to support the Navy?s Energy Program. Firms shall have the necessary experience to be able to provide the services as mentioned above to support the advanced metering and associated systems at U.S. Navy and Marine Corps facilities, worldwide in support of EPACT 2005. The Commander of Naval Installations Command (CNIC) has designated the Naval Facilities Engineering Command (NAVFAC), Port Hueneme, CA, as the Program Manager for executing an advanced metering infrastructure to comply with EPACT 2005 at naval shore installations. The three primary goals under the AMI program are, Billing, Energy Consumption, and Energy Management. This will be accomplished by installing building level advanced metering throughout Navy and Marine Corps installations where cost effective. Meter communication to servers will occur on at least an hourly basis through a common web based server that will aggregate all advanced meter inputs into a common server interface. This requirement will be full and open competition under NAICS Code 334419 applies with a 500 employee size standard. The solicitation will be used to award up to five (5) multiple award contracts (MAC?s). The existing GSA schedule is anticipated to be used. Interested small businesses in the categories described in this announcement are requested to submit a brief, written capabilities statement outlining relevant experience and capabilities. The capability statement shall not exceed five pages and consist of recent, relevant past performance information in providing the type of services described above as a prime or subcontractor.
