General: This item describes the technical, performance, and other requirements for the procurement of two (2), electro-hydraulically operated cranes for general ship service and for launching and retrieving 11,000 lb cradled Navy Utility Boats with three boat personnel on board. The cranes shall be delivered complete and ready for installation without working fluids. Installation shall be effected by welding of the pedestal tube to the ship deck foundation, assembly, filling of fluids, and connection to the ships electrical power. The cranes will be delivered with full support documentation (technical drawings, technical manuals, certification, and shipboard spares). Type: The cranes shall be of the telescoping boom type mounted on a circular pedestal foundation, be suitable for marine service on an exposed weather deck, and be designed to withstand continuous exposure to salt spray, icing conditions, and operation in winds up to 40 knots and ambient temperatures from -10? F to 120? F. Characteristics and Performance: 1) Slewing Capability: Continuous 0? to 360? with dual drives; slew speed 2 rpm 2) Luffing Capability: Continuous 0? to 75? minimum 3) Hoisting Capability: 90 fps at max rated vertical crane load 4) Outreach: a. Min Radius: 6 ft (approx) with boom fully extended and boomed up to max luffing angle b. Max Radius: 40 ft with boom fully extended and boomed down to 0? luffing angle 5) Capacity: a. In-port (static): SWL 15,000 lb at 30 ft b. At-Sea (dynamic): SWL 11,000 lb at 30 ft, Sea State 3 (= approx. 26.7 % static derating for additional personnel safety and dynamic effects) Wire Rope: a. Rotation resistant, corrosion resistant, IWRC wire rope b. Diameter based on 10:1 Factor of Safety (Breaking Strength) and a 15,000 lb hook load. c. Fall shall be fitted with a clamp-on 50 lb ball weight above the hook to facilitate proper reeving. Drum Capacity: Sized with adequate margin and cable wraps for a hook drop of 80 ft from the boom end sheave to the waterline at a 30 ft radius. The drum shall be grooved to facilitate proper reeving. Hook: Swivel hook with safety latch and suitable for attaching a SOLAS compliant release hook for Utility Boat operations Power: Self-contained Electro-Hydraulic unit with marine duty hydraulic power unit, pressure compensated axial piston pump, combination electric motor starter/breaker in 316 Stainless Steel NEMA 4X enclosures, and 316 Stainless Steel hydraulic reservoir sized for full capacity 80 ft lifts at full hoist speed at ten minute cycle times over four hours. Electrical controllers and HPU electric motor shall be fitted with strip heaters supplied by crane power. The cranes shall operate from 440 VAC, 3-phase, 60 Hz ships service. Mounting: Pedestal mounted, welded Operators Cab: Totally enclosed and insulated, side-mounted, heater and defroster fan, sliding windows, roof window, dome light, outward swinging rear door, windshield wiper, and boarding ladder. Each cab shall be provided with a plastic laminated Load Chart. One crane shall have the cab mounted on the right side (stbd crane), and the other crane shall have the cab mounted on the left side (port crane) with stowed booms facing aft to afford a safer, inboard cab boarding location. Controls: Levers shall be spring loaded typewith dead man return to neutral and allow for infinite speed control; buttons shall be push button on/off type. In addition to cab controls, provide one (1) tethered remote control with 40 ft umbilical compatible for use on either crane. Boom angle indicator shall be clearly visible from the operators cab. Hydraulic system shall be designed to allow two simultaneous functions under all loads (i.e. lift (AKA hoist), slew, or luff (AKA top)). Controls switches, and monitoring gauges shall be illuminated and dimmer controlled for night ops. Materials, Construction, and Coating: a. Hydraulic piping, hydraulic connections, and fasteners equal to or less than 1.25 inch diameter shall be 316 stainless steel. See E(9) above for hydraulic reservoir. Hydraulic hoses shall be steel braid reinforced and designed for a 4:1 Factor of Safety. b. Hooks, sheaves, pins, and other loose gear shall be designed for a 6:1 Factor of Safety based on ultimate strength or ABS Rules, whichever greater. Crane structure shall be designed for a 4.5:1 Factor of Safety or ABS Rules, whichever greater. c. All welding shall be continuous for a saltwater environment. d. Coating shall be a two-pack high build (HB) zinc prime coat, two-pack HB epoxy intermediate coat, and a two-pack HB polyurethane finish coat. Finish coat shall be Bright White. DFTs per the coating manufacturers standards for a saltwater environment Safety and Emergency Features: 1) All functions shall be fully proportional for smooth and safe operation. 2) Anti-two block (wireless type) 3) Limit switch for high/low hook 4) Load and radius indicating system with alarms to indicate an impending overload condition 5) Fail safe, automatic, spring-loaded brakes on slewing and hoisting in the event of power failure. 6) SOLAS compliant release hook for Utility Boat Ops 7) Emergency load lowering and slewing 15) Lighting: 400 Watt Halogen flood light, boom tip mounted, and controlled from operators cab. Testing: All equipment shall be factory tested and approved test reports and regulatory approvals shall be submitted to the Point of Contact and address listed below prior to shipping. Manufacturers Representative: The crane manufacturer shall guarantee that a manufacturers representative will be available to attend the installation and shipboard testing of each crane. Assume installations to occur in San Diego, CA. Warranty: Twelve month warranty on parts and service after the shipboard installation or the standard commercial warrant, which ever is longer. Repair Parts: One years worth of repair parts for each crane that the vendor recommends that are within the capability of shipboard skill sets to use for both corrective and preventative maintenance.
